<p>This generally occurs due to an encoding issue somewhere. I
would recommend confirming the following:</p>
<ul>
<li>You Cascade database uses the <code>utf8_unicode_ci</code>
collation and <code>utf8</code> character set. Note: this is for
MySQL, but would be similar for other vendors</li>
<li>Your published page contains a UTF-8 charset
<code><meta></code> tag</li>
<li>Your web server is serving the files as UTF-8</li>
</ul>
