Characters in Page Title

I've got a customer that needs to use a foreign language font on their pages. It's rendering great when it's entered into the WYSIWYG however it's not rendering when it's entered into the page title region. I've tried to disable-output-escaping however that doesn't seem to do the trick. Any suggestions?

   Hi,

   I'd like to confirm if your database's collation is correct. When you have a moment, please confirm if every table is set to UTF-8 encoding, and as well the engine type to InnoDB. Please let me know what you find.

   Hi,

   I gathered from an older discussion that you are running Oracle. If so, please use the queries within this comment to obtain the collation information for both the database and tables. Attach the results to this discussion.

   Note: for the second query, replace CXML_BROKENLINKREPORTRECORD with CXML_FOLDERCONTENT.
