encoding character entities issue

I'm trying to parse a index block w (inline page xml) with xslt. I'm grabbing the 1st paragraph element but it's returning an entity for the apostrophes. ’

Is there a command to render this correctly? Here's the xml block.

The Northern Virginia Community College Board will meet on Monday, Feb. 1, at 4 p.m., in the Provost’s Conference Room at the Woodbridge Campus, 15200 Neabsco Mills Road.

    That XML entity is a "right single quotation mark" (Search for '8217' on this list)

    My guess is that the content was written in Microsoft Word, which converts standard apostrophes to those curved ones.

    If you're putting that content into an HTML page, the apostrophe should render fine, with the "right single quotation mark" instead of a standard apostrophe.
