What settings can I set so that a non-admin user can see the HTML button on a create new xhtml block?

    Try this:

    • Navigate to Administration -> Users, Groups, & Roles
    • Edit the Group to which the User belongs
    • Check the box labeled View HTML Source under the WYSIWYG Toolbar Options field

Let me know if that does the trick.

    Thanks
