Spanish accent marks

We are creating a paragraph in our website that needs to be in spanish, however the accent marks/special character do not display when we publish the website. They either appear as a code or the letter is omitted. Any help would be greatly appreciated.

    When you open the published file with a text editor on the web server what shows up in the published file? Verify how the web server is handling encoding, I was once caught off guard by a particular file extension not using UTF-8.
