fire whenever content gets published, even when the user clicks
directly on the Publish tab (i.e. outside workflow).</p>

<p>Unfortunately there is no way to tie a workflow into the Publish
action specifically. Workflows can only be triggered for the
actions: Create, Edit, Copy, Delete.</p>
<p>You could potentially create your own <a href=
"http://www.hannonhill.com/kb/Publish-Triggers/">Publish
Trigger</a> (note: not to be confused with a workflow publish
trigger) to do something like you mentioned above. The only issue
with that is that Publish Triggers execute for all assets in the
system (which I'm not sure you want).</p>
