how do i create a base copy of a folder and then publish it using a new target set

We are still using targets with Cascade. We have a mobile folder which has it's own target + transport. We are trying to create a duplicate of the folder for development purposes.

So I created a copy, created a new target that uses the base folder, assigned the same transport of the old folder. When I publish, the only folder that gets published out is the assets folder. None of the pages are published. I'm not sure what to do next.

    I've assigned templates to the target set but only a couple of folders and pages are being published out.
