We want to have a unique header for each year of our report
(e.g. Accountability 2014, Accountability 2015, etc.)

Generally, this is accomplished by adding Metadata to either the
parent folder (e.g. 2014, 2015, etc.) or the landing page (i.e.
index or default) within the folder. You would then use an Index
Block and Format to output the header based on that metadata.

We have a sample
news site on the Exchange that implements something similar for
the yearly and monthly landing pages. Feel free to download the
site and import it into your instance to see how it was
implemented.

Please let me know if you have any questions.

Thanks!

Ryan Griffith
