Controling access to WYSIWYG toolbar options on a per group basis

Can someone explain to me how the granular privileges for the WYSIWYG toolbar options is suppose to work? It's my understanding/assumption the visibility of wysiwyg toolbar options can be set on a per-group basis, and those settings fine tune the system-level settings. I've attached three images demonstrating how Cascade isn't restricting wysiwyg toolbar options for a member of a group with no right to access the font assignment functions. The first image is the system level settings for the word processor toolbar; the second is the toolbar options setting for a group, and the third shows what a member of the group with no access to the font assignment options sees when creating and editing a page.

    Is the group you are using the User's default group? My recollection is that is the determining factor for group control of the WYSIWYG toolbar.
    Unfortunately this limits the use in some cases. :(
