Why am I able to see "Users, Groups and Roles" within Administration drop down in 6.7 Beta?
In Cascade 6.7 Beta, I see "Users, Groups and Roles" as an option within my Administration drop down while I am viewing a Site. When I go to my Administration dashboard view within the Site, I do not see "Users, Groups and Roles" as a menu option in my left, side panel. Shouldn't I only be allowed to see this option when I am viewing the Global area?

We decided to always show "Users, Groups, and Roles" in the Administration dropdown to easily get to user/group/role management. Jumping from a Site to the Global area to change user/group/role settings was a bit tedious. The "Dashboard" and "Users, Groups, and Roles" options are always available, so they're separated at the top of the menu.
The option only appears if users have a role with the ability to view Users, Groups, and Roles.

UPDATE: In the final 6.7 release, it was decided that the Users, Groups, & Roles option should only be shown in the Administration drop down when administrators are browsing from the context of the Global area.
