We're using Orgsync for our campus calendar... for our homepage redesign, I'm using velocity to pull from our Orgsync calendar RSS feed to populate 4-5 upcoming events... I got everything up and working the other day, but noticed that when I went to our development website this afternoon, that this area hadn't updated. Is this not a dynamic solution? Is there a way to make it so? Or am I going to have to schedule a daily publish of any page using an external rss to populate content?

If you're pulling the feed into Cascade and then transforming the XML data, yes you will need to republish all o the Pages that contain content from that feed.

Cascade uses a push method for publishing, so your server is storing static files generated by Cascade.
