Does anyone know if Cascade supports Mandarin characters? Can you just paste them in or is there a trick?

AFAIK you should be able to simply insert the XML entity references for the characters you want no problem. We have a few clients doing multi-lingual versions of pages and I've seen foreign characters done before.

I think the only issues you may run into are:
    1. Browsers not supporting the characters; and
    2. Cascade trying to validate the XML entity reference during the submission process.

Let us know if you're having any issues and we can look into in more in depth, but again you should be able to just supply the character codes in your WYSIWYGs, input fields, and Formats.
