Workflow merge trigger not applying page level regional block assignment changes

Has anyone encountered a situation where a workflow's merge trigger won't apply edits made to a page's regional block assignments? I'm testing a one-step workflow that's applied whenever a user updates an existing page within the folder the workflow is assigned to. The workflow is designed to merge any edits, publish the page and then e-mail the owner when completed. The publishing and e-mail functionality work fine, but the merge trigger doesn't . I've attached the workflow's code.

    Hi,

    I just tried your workflow on a local 6.7.5 instance and everything appeared to work as expected. What are the exact steps you are taking (from edit -> submit) to reproduce this behavior?
