Is it possible to grant access to edit just the metadata without accessing the page?

Thanks for your help.

This will probably depend on how you have your Pages set up within Cascade Server. Are you using Data Definitions for most of your Pages? If so, I suppose you could hide all of the Page fields from certain Groups such that when a User from that Group edited the Page, they wouldn't really see anything in the Content tab (but they could modify fields in the Metadata pane). Looking at the Data Definition Schema, the restrict-to-groups attribute is what you could use to limit the fields to particular Groups (thus excluding others).

You could also potentially do this using Web Services by providing new values for Metadata fields without providing any access to the rest of the Page's elements.

    I hope this helps!
