WYSIWYG CSS layering

Setting a "Preferences" -> "Content" -> "Global CSS File" file and then a "Site Management" -> "CSS File" do not stack. The site specific .css file overrides functionality from the global one rather than adding to it.

Putting WYSIWYG fixes in the global.css and local stying in the site.css would reduce duplication of the fixes.

    Hi Jason, I had a similar question here as I did in this discussion. Was this behavior markedly different than it was in 7.0 or previous version of Cascade? At this point, we're just trying to track down any regressions or possible issues with the new functionality in 7.2 for the final release.
